ROBERT PHIPPS, Sworn Clerk.

Notwithstanding the absence of foreign news, a brief detail of the sacred and loyal occurrences of yesterday, in our own Colony will, we flatter ourselves endow the present number of the Royal Gazette with a considerable portion of interest and importance.
The ceremonial attending the laying of the first sill of the Dutch Church, took place about noon. The procession, consisting of His Excellency the Governor, the Revd. G. Ryk, most of the Members of the Consistory, a considerable number of the Officers of the Demerary Militia, &c. &c. moved from the King's House, and stopped on the spot which is in future, to be consecrated to the worship of the Deity; and, on which, the Reverend President delivered one the most impressive and eloquent orations that perhaps has ever been spoken! His Excellency then held the level, while the sill was lowered upon the brick foundation, and on a plate bearing the following
INSCRIPTION:
"The Building of this Church, by Public Subscription, was begun and the first Sill laid, on the 12th day of August, Anno Domini 1811, by
H. W. Bentinck, Esqr. Governor,
The Reverend G. Ryk, President,
The Hon. F. P. Van Berckel, [right pointing brace encompassing the next two names, and indicating 'Elders.']
F. A. Vernede, and
J. J. Kotwyk,
V. A. Heyliger, and [right pointing brace encompassing the next name and indicating 'Deacons."'
L. Van Rossum,
He then made a short, but appropriate speech on the occasion, and the Reverend Orator concluded the ceremony. The fabric, itself, if we may judge from the plan we have seen, will be equally as ornamental to the town, as honorable to the architect.

In honor of the Birth-Day of His Royal Highness the PRINCE REGENT of England, the Colonial Militia paraded yesterday in the presence of His Excellency and Staff, and fired three vollies on the occasion. The Troops of the Garrison, and shipping in the river, likewise paid their usual respects.
A Grand Dinner was given by His Excellency the Governor.
