PROCLAMATION, [heading]
By His Excellency HENRY WILLIAM BENTINCK, Esquire, Governor and Commander in Chief in and over the Colonies of Demerary and Essequebo, with their Dependent Districts, Vice-Admiral, President in all Courts and Colleges within the same, &c. &c. &c.
And the Honorable COURT OF POLICY of the said Colonies, &c. &c. &c.
Unto all whom these presents do or shall concern, Greeting, be it known:
WHEREAS it has been represented, that considerable inconvenience and loss are frequently sustained by inhabitants of these Colonies, from masters of ships and vessels lying in this River employing, as workmen, slaves whose masters or owners they do not know; we, for the prevention of the same in future, have thought fit to enact, and it is hereby enacted and ordered accordingly, That no master or commander of any ship or vessel lying in either of the Rivers Demerary or Essequebo shall be permitted to engage or employ, as workmen, on board of his ship or vessel, any slave or slaves who shall not produce to him a Pass, in writing, from his proprietor, stating that such slave has his or her consent to hire himself out for such work; and, in case of any Negroes or people of colour so offering to work for hire on any such ship or vessel, whilst lying in either of the aforesaid Rivers, should pass themselves as free, that then the master or commander of such ship or vessel shall not be allowed to engage or employ them, unless they exhibit to him the proof of their alledged freedom or manumission; the whole, on pain of a fine of one hundred guilders to be forfeited by the master or commander of any such ship or vessel every time of his offending against the orders herein-before-contained, and to be applied one half to the owner of such slave or slaves, and the other half to the Fiscal.
And we have, at the same time, thought fit to alter and amend such part of the ordinances of this Court of the 28th of April, 1797, and 31st of October, 1809, as relates to the appropriation of the fines, thereby directed to be paid for taking off these Colonies any person without a passport or permit from the Governor, by enacting, and it is hereby enacted accordingly, That, in case of the person, so taken off the Colony without a pass, being a slave belonging to any proprietor of an estate or other inhabitant, such proprietor or inhabitant shall be entitled to receive out of the fine to be incurred by the master of such vessel, a compensation for the loss of his slave, equal to the value of such slave, to be ascertained by an appraisement to be made and sworn to by two respectable inhabitants; and the residue of such fine only to be divided and applied in the manner provided by the aforesaid acts of the 28th of April, 1797, and 31st of October, 1809, which in every other respect are to continue in force.
And we do hereby require the respective Fiscals, the Harbour-Master, and all other persons whom it doth or shall in any wise concern, to use their utmost vigilance in causing the orders herein-before-contained to be strictly attended to.
And, that no ignorance may be pretended of this our ordinance the same shall be printed, published, and affixed, for general information.
Done at the Ordinary Session of the Honourable Court of Policy aforesaid, held at the Court-House in the Town of Stabroek, in Demerary, on the 31st of October, 1811, and published the 29th of November thereto next following.

PERSONS willing to contract for the Brick-work required for the erection of Four Boilers at Eveleary, to find materials, (agreeable to a Plan to be seen at the Office of the Assistant Quarter and Barrack Master General), will please send Tenders to this Office, indorsed, "Tenders for Brick-work," until Friday next, the 6th of December, at 9 o'clock in the morning, when they will be opened in presence of the Officer commanding His Majesty's troops, and the offer most advantageous to Government accepted.
Further particulars will be made known by applying to Capt. Bird, Assistant Quarter and Barrack Master General.

BY a further Authorisation obtained from the Honorable Court of Justice, dated the 25th of this month, there will be offered for sale, to the highest bidder, by me, the underwritten First Marshal of said Court, in presence of two Counsellor-Commissaries and the Secretary, on the 13th of December next:
In behalf of C. M. Overweg, versus A. and J. Culpeper - The Plantation Upper Pearl, with the slaves, and further dependencies, thereto belonging; situate on the east shore of this river; all pursuant to the ordinance of their High Mightinesses the States-General of the United Provinces, dated the 20th of May, 1777.
Any person intending to purchase, will be pleased to come on the day aforesaid, to the said Plantation, in order to hear the conditions of sale.
Done in Demerary, Nov. 29, 1811.

We have no arrivals since Tuesday, to announce, except the Schooner Shark from Surinam; on whose departure from that River, the Packet had not made her appearance.

In consequence of the late public notification, a Meeting was this day held at Marshall's Hotel, at which many Gentlemen interested in the Sugar-Trade of these Colonies were present, and which would have been much more numerously attended but for the inclemency of the weather. Several Resolutions were read, (which will be inserted in our Paper of Tuesday next), and a Petition to the Right Honourable the Lords and Commons of Great Britain was prepared and signed, and still lies at the Hotel for signatures; but is to be transmitted to England as soon as possible.

Died. - On Tuesday night last, in Cumingsburg, Mr. James Knight.
