Proclamation, [heading]

[first column]
DEMERARY.
[image of a seal, a circle, with the letters 'L. S.' within]
H. L. CARMICHAEL.
[second column]
By His Excellency Major-General Hugh Lyle Carmichael, Acting-Governor and Commander in Chief in and over the Settlements of Demerary and Essequebo, and their Dependencies, &c. &c.
[end columns]
WHEREAS it has been represented to me, that the use of the Marriage-Institution is considerably impeded among certain classes of the English inhabitants of the Colony, owing to the expences and other causes attending the form of Ondertrouwing: I do, therefore, under the authority vested in me by His Royal Highness the Prince Regent, in order to facilitate the use of an institution so highly beneficial to society in a moral and political point of view, hereby order and direct - that, with those classes of the inhabitants who are prevented from marrying by the before-mentioned causes, the publication of the Banns of Marriage once in the papers of the Colony and for three successive Sundays in St. George's Church, during the Morning and Afternoon Service, shall be equivalent to, and answer the form of, Ondertrouwing.
Given under my Hand and Seal-at-Arms, at the King's House, this 2d day of June, 1812, and in the 52d Year of His Majesty's Reign.
H. L. CARMICHAEL.
By His Excellency's Command,
HENRY St. HILL,
Acting-Government-Secretary.
            GOD SAVE THE KING!

The Lune, from Barbados, arrived yesterday, and has brought Papers to the 26th ultimo - the contents of which, are of the highest importance; for they announce the actual declaration of War, on the part of Russia, against France and her Allies. - See our Foreign Intelligence.

Most extensive preparations, we find, are making at Government-House, for the celebration of the anniversary of His Majesty's Birth-Day; and, should the weather permit, the invitation (see our first page) so happily free from the improper distinctions of party, will no doubt, be so universally accepted, as to convince the Representative of Royalty, in these United Colonies, that the loyalty of the inhabitants towards the King, is only equalled by their respect for the Governor.

The June Session of our Court of Justice will commence on the 15th. A Roll Court will also assemble on that day.

His Honour the Judge-Surrogate of our Vice-Admiralty-Court, we find, has been pleased to appoint Adam Smith, Esquire, one of the Procters of that Court.

We are happy to announce to the public, from authority, that, in consequence of arrangements between their Excellencies the Governors of Demerary and Berbice, the unfortunate misunderstanding that subsisted between the two Governments, since the Bush-Expedition of 1809, has been conciliated; and the inhabitants, whose mutual interests are so nearly allied, will now, we hope, be united in an amicable intercourse - so desirable and beneficial to all parties.

ISLAND OF ST. VINCENT. [heading]

The following additional particulars, relative to the late Volcanic Eruption, are extracted from the St. Vincent's Gazette:
"The crater of the volcanic mountain in this island exceeds in magnitude, if any thing, Mount Vesuvius in Italy; it being better than a mile across, and three in circumference - about 900 in depth, and, as computed by the most accurate survey, upwards of 3,000 feet from the level of the sea. It had a conical mount in the middle of the bottom, which stood about 300 feet and full 900 feet in the base, covered over with brushwood and vines nearly half way up - on the top by small masses of sulphur, and, from the apertures in the sides of the cone, sulphureous smoke was constantly emitted, and sometimes bluish flame was discernable. On the north and south sides of the base were large lake, the one of a noisome brackish water, and the other perfectly pure. In short, nothing could represent the tremendous magnificence of this place as it stood previous to the eruption.
"We shall now return to the awful catastrophe, and continue our journal of its baneful effects from Thursday the memorable 30th of April. The fury of the roaring thunder being abated, and the spires of flame having disappeared, May day morn was ushered in with a rumbling noise from the bowels of the mountain, and the sky so obscured with a frightful dusky gloom, that at noon-day objects were hardly distinguishable. The windward and leeward sides of the Island looked a most melancholy solitude - a scene of hideous desolation - The large and extensive rivers of Rabbacca and Wallibou, with their magnificent cascades, choaked [sic] and dried up, and in their place appears a wide expanse of barren land. - The melted minerals which, with irresistable explosion were dashed into the sea, has formed a promontory which juts out some distance from the main land, close to the post at Morne Ronde; and huge trunks of trees, whose firm roots had withstood a thousand storms, and a thousand tempests, torn from their native soil, hurried with tremendous force into the sea, and tossed back again by the turbulence of the surge, had formed ramparts along the Wallibou beach. The woods, which were before impenetrable, present to the view extensive groves, which picture to the imagination a dreary winter scene; while the surface, destitute of verdure, appears as if covered with the congealations [sic] of dew in frosty mornings on the grass. In short, the scene beggars all description, and the most glowing imagination is inadequate to form a true picture of it. The quantity of matter discharged from the crater is supposed, upon a moderate calculation, to exceed twenty times the original bulk of this immense mountain.
It give us great concern to state, that the plantations belonging to Messrs. Thesiger and Hassey, situated at the font [sic] of the mountain, are totally demolished. - The estates present nothing but a scene of ruin and horror. The extensive sugar-works levelled to the ground, and not a vestige of a building to be seen; and the whole place literally speaking, buried up in combustible materials. Several Negroes were killed, others dreadfully bruised, and many more are yet missing. The estates in the Charib country have also shared in the dreadful calamity - buildings destroyed - whole fields of full-grown canes are levelled to the ground - and the land covered over, from 10 to 15 inches thick, with a gravel, mingled with a sort of vitrified sand, so that we very much fear the soil in that beautiful tract of the Island is irrecoverablly lost. - The estate to leeward from Troumaca downwards, have more or less suffered, but we have not heard that any white person was killed, excepting Mr. Philips, who resided in the Charib country, and who met his melancholy fate by the roof of the house in which he lay tumbling in upon him.
The mountain continues still raging and burning, and constantly belching forth dense columns of smoke; partial eruptions also daily take place. - On Wednesday night it shewed symptoms of a repetition of the never to be forgotten 1st of May; but its violent paroxysm gradually subsided towards morning."
