Saturday, May 7th, 1808.

By His Excellency Colonel Robert Nicholson, Acting Lieutenant Governor in and over the Colonies of Essequebo and Demerary, and their Dependencies, President in all Courts and Colleges within the same, &c. &c.
Whereas some instances of Small-Pox have lately occurred, and as on the first appearance of the Disorder the necessary precautions to Suppress it have immediately been adopted in the proper Department, and will be persevered in as long as there is any Chance of preventing the Contagion from spreading farther.
I have thought fit to issue this my Proclamation, thereby requiring that all Proprietors of Slaves, both in Town and in the Country, on the Small-Pox making its appearance on their Estates or in their Family, shall immediately transmit an account thereof to Doctor Js. W. Dunkin, Garrison Surgeon and Officer of Health of this Colony, and all Medical Practitioners throughout the Colony are also hereby required on any instance of Small-Pox coming to their knowledge, to send in accounts thereof with their Observations on the Symptoms and Nature of the Disorder, to the said Officer of Health in Town, in order should a general Inoculation become adviseable, that means may be afforded to ascertain the period of recommending its adoption throughout the Colony in the least dangerous manner.
It is also ordered that in case of the Small-Pox breaking out in any Family all Persons, whether Free or Slaves, infected with the Disorder shall Confine themselves within their Houses, and not on any account walk about the Public Roads and Streets, either by Day or Night, on pain that those who offend against these Orders or suffer any of their Slaves infected with the Small-Pox so to stray about the Roads or Streets, shall be Punished as the Law in such cases may direct.

We understand he was sent some time since to the Colony Hospital to be dressed of a wound which he received in some fray before the Fiscaal's door, and was afterwars [sic] dismissed in consequence of his asserting his freedom; his mother is a free woman and keeps a pedling [sic] shop in Stabroek, known by the name of Sue Boaz, and who has made frequent overtures to purchase him since his absence, and we are inclined to suspect her the sole cause of his ill conduct, for previous to her elopement from Barbados he behaved pretty well. - Persons inclined to take this man up, must be guarded against complete art and treachery.

"Men are rarely without some Sympathy. -
And this sympathetic attraction discovers, beyond
A possibility of mistake, our mental affinities,
And elective affections." - B.
Private care often promotes general benefit. - The countless tears of the weeping clouds, descending in sportive plenty and forming a rapid torrent, forcing before it boughs torn by howling winds, from mutilated trunks of the once towering inhabitants of the adjoining forest! would have pass'd the Reservoir destin'd for the reception of Ethereal liquid; but for the intervention of Private Care! -
A cursory view of the Public Cisterns, enables me to affirm, that at no period during the last ten Months: there has been so large a quantity of Water in them as there is at present. - Had the Guardian of the Trojan Soldiers son, directed the Cummunity's [sic] attention to the state of the Colonial Fire Engines, his admonition might have attracted curiosity though it had escaped thanks.
The blooming Telemachus, during his affectionate wanderings, found it convenient to seem pleas'd with his Female Instructor, whatever were her foibles, or whatever Sex she assum'd! - But even the celebrated wisdom of the Adventurous Youth's Preceptor, would fail in persuading Men of the Eighteenth Century - That, occular demonstration is not superior to Anonymous representation.
The utility of furnishing the Publick Cisterns with aqueducts, will no doubt meet the vigilent attention of our Judicious Polity.
5th May 1808. Milo.

The Mail Boat, which we mentioned in our last, to be hourly expected, arrived on Saturday night, and brings us London Papers to the 29th of February, and Barbados Papers to the 23d ultimo. The principal part of their contents have been already laid before the Public.

Admiral Cowley is appointed Commander in Chief at Jamaica in the room of Admiral Dacres.

We are sorry to observe that three fine Ships from Surinam have been captured and carried into Guadeloupe, namely the Andromeda, Mercury, and Sir Samuel Achmuty, in addition to which a Brig from London to New Providence, with a very valuable Cargo has also been captured and carried into Point a Petre.

The Ship Maxwell, Edwards, from hence, and for which there was such apprehension, has put into St. Kitts, for want of water, not being able to make Barbados.

Our affairs with America still continue enveloped in Ambiguity. It is said a Pilot Boat has arrived in Martinique from Baltimore, which gives an account that Mr. Rose, had actually embarked for England, but that a fifty gun Ship had arrived with fresh instructions previous to his departure, in consequence of which he had returned to Washington.
