NOTICE is hereby given, that I. VAN DEN PAADEVOORT, JAMES ROBERTSON, ROBERT PHIPPS, and H. A. EBERHARDI, Esqrs. have been appointed as Commissaries, and, in conjunction with any Two Colonial Members of the Hon. Court of Policy, are to form a Committee for the General Police of the Towns; any two of the said Committee to form a Quorum.

NOTICE is hereby given, [mutilated - paper fold]
VELDEN, Esqr. has been appointed by the Honorable the Court of Policy, as Inspector-General of the Town of Stabroek, and its Precincts, and that the following Instructions have been given to him by the said Court: viz.
ART. I.
The general Superintendance of the Town, Public Colonial Buildings, and places of whatever description situated within it, being vested by the Court of Policy in six Commissaries, annually, to be named by the Court, the Inspector General shall in every respect obey all such orders and directions as are to be given to him by the Commissaries, or any two of them.
ART. II.
It shall be his duty to inspect all Colonial Buildings, Bridges, Sluices, Stellings or Landing places, Fire Engines, Cisterns, Burial Places, and in general whatever falls under the description of Colonial Property within the Town.
ART. III.
He shall take care that all the draining Trenches inclosing the Concessions are kept clean and of sufficient depth, and the fore-ground of the Concessions in the middle Street of the old Town be kept clean of grass; for which purpose he shall every three months make a visitation of the same, and should any of the Proprietors of Concessions refuse or neglect to clean their Trenches and the fore-ground of their Concessions, he will be at liberty to hire Negroes and have the work done, at the expence of the Proprietors so refusing or neglecting to do it.
ART. IV.
In case of disputes arising between the Proprietors or occupiers of Concessions, from the one building on or occupying any ground claimed by another as being within his limit, he may enquire into the case, and if it shall appear to him just, he may order such person or persons trespassing on another's property, to keep within his limits, or if he has exceeded them, to remove whatever may be improperly erected; and in order, as much as possible, to prevent all such disputes, every Proprietor of a Concession shall cause a limit post to be placed at the end of his Concession; he shall also take care that no Kitchen or other small Buildings be placed on dangerous or improper parts of the Concession, so as to annoy the neighbours, and in case any disputes on this head arise, he shall endeavour to settle them; but should the parties refuse to abide by his decision, or follow his directions, properly notified to them, he shall report the same to the Commissaries, in order to receive their orders on the subject.
ART. V.
He shall take care that agreeable to the Resolution of the Court of Policy, of the 17th of August, 1793, all inhabitants who shall erect kitchen, ovens, or other fire-places, shall make a brick fire-wall and chimney to them, covered with tiles, slates, or wallaba shingles, and no other materials; and in case of non-compliance, he shall report the defaulter or defaulters, to the Commissaries.
ART. VI.
Whenever he may find, that any of the public buildings or places, require any labour or repairs, for which masons, carpenters, or other tradesmen, ought to be employed, he shall report the same to the Commissaries, in order to receive their directions; without which he shall not be at liberty to enter into any contracts, or purchase any materials at the expence of the colony, except only in the case specified by the Third Article of these Instructions.
ART. VII.
In order to enable him to execute all the foregoing duties, he is at liberty to engage two Overseers, to act under him, and execute his orders; the choice of which is to be approved of, and their salaries to be fixed by the Commissaries.
ART. VIII.
The Court reserve to themselves the power of altering, amending, and adding to these Instructions, whenever they shall see fit.

ABSENTED themselves about two months ago, Two Cooper Negroes, JOE and BLACK JACK lately brought from the Island of Grenada, by a Mr. R. Harper, (Cooper) Joe is tall and slender; speaks the English and French languages. Black Jack is a short, well-set fellow; and a Creole of Barbados. A liberal Reward will be given for lodging them in the Colony Barracks.

We have this morning, been obliged with the following Extract of a Letter from Surinam, dated the 25th of May: -

"A Vessel arrived yesterday from Barbados. The Barbados Paper reports that the RUSSIANS have declared against FRANCE, and that the Arch-Duke Charles had arrived in England."

The Ship Tweed, destined for this River, after only four days' absence from Portsmouth, was fallen in with and captured by a French Privateer. The Captain, Passengers, and Crew, were put on shore at St. Michael's. We are happy to add, on the authority of the Captain of the Success, just arrived, that she (the Tweed) has been recaptured.

Sailed, on the 23 of March, the Carteret Packet, from England, with the April Mail for Surinam, Berbice, Demerary, &c.

Public Vendue.
BY Authority obtained from the Honourable the Court of Justice of this Colony, dated 2d September, 1809, will be sold at Public Vendue, on a day to be hereafter advertised, sundry open Accounts, Notes of Hand, &c. &c. appearing due to the Estate of FRANCIS BYNOE, deceased; in order to enable the Curators to bring the said Estate to a liquidation. All persons whose Accounts, &c. are specified in this list, are particularly requested to come forward and explain or arrange the same, previous to the day of sale, in order to prevent any unpleasant consequences that may hereafter arise to themselves from neglecting this precaution. Some other Notes of Hand, open Accounts, &c. will also be sold as above, particulars of which will be publicly given on a future day.
