Saturday, the 22d of October.

By His Honor Lieutenant Colonel Robert Nicholson, Lieutenant Governor of the Colonies of Essequebo, Demerary and Berbice, &c. &c. &c.
PROCLAMATION.
Whereas several White Soldiers of this Garrison, and one from the Garrison of Berbice have absented themselves without leave from their Commanding Officers; and have taken with them their Arms and Ammunition.
This is to caution the Inhabitants of the Colonies under my Government, not to harbour, or encourage the aforementioned Deserters, or any other Soldiers, or Sailors, who may absent themselves from their Corps, or any of His Majesty's Ships or Vessels, on pain of being prosecuted to the utmost severity of the Law. And that none may plead ignorance of the same, herewith is Published an extract from the British Acts of Parliament against Deserters &c.
Proprietors and Managers of Estates and others, are requested to apprehend, and also cause their Negroes to apprehend, all Soldiers and Sailors they may find on their Estates without a Written Pass signed by the Officer Commanding the Corps, or Ship to which they belong [sic, no period]
As the Deserters herein mentioned are Men of desolute [sic] Characters, and will probably plunder, and otherways [sic] iltreat [sic] those who may harbour them, I think it right to caution the Public against them, and to offer a Reward of Twelve Guilders to any Person or Persons who shall apprehend any one or more of the said Deserters and deliver them up to me or to the Commandant of the Troops in this Garrison, or in the Garrison of Berbice.
And the Honorable Court of Policy in order to Check and prevent Desertion, do hereby offer the further Reward of Fifty Guilders for each and every one of the beforementioned Deserters, who shall be apprehended and delivered up as aforesaid.

EXTRACT from the British Acts of Parliament relative to the Harbouring of Deserters, &c &c.
"Provided always, that if any Person shall harbour, conceal or assist any Deserter from His Majesty's Service, knowing him to be such, the Person so offending shall forfeit, for every such offence, the Sum of Five Pounds; or if any Person shall knowingly detain, buy, or exchange, or otherwise receive from any Soldier or Deserter, or any other Person, upon any account or pretence whatsoever, any Arms, Clothes, Caps, or any other furniture belonging to the King, or any such Articles belonging to any Soldier or Deserter, as are generally deemed Regimental necessaries, according to the custom of the Army, being provided for the Soldier, and paid for by deductions out of his Pay, or cause the colour of any such Clothes to be changed; the Person so offending shall forfeit for every such offence, the Sum of Five Pounds; and upon conviction, by the Oath of one or more credible Witness or Witnesses, before any of His Majesty's Justices of the Peace, the said respective Penalties of Five Pound, and Five Pounds, shall be levied, by Warrant under the hand or hands of the said Justice or Justices of the Peace, by distress and sale of the Goods and Chattles [sic] of the offender; One Moiety of the said first mentioned Penalty of Five Pounds to be paid to the Informer, by whose means such Deserter shall be apprehended, and One Moiety of the said last mentioned Penalty of Five Pounds to be Paid to the Informer; and the residue of the said respective Penalties to be Paid to the Officer to whom any such Deserter or Soldier did belong: And in case any such offender, who shall be convicted as aforesaid, of harbouring or assisting any such Deserter or Deserters; or having knowingly received any Arms, Clothes, Caps, or other Furniture belonging to the King, or any such Articles generally deemed Regimental necessaries, or having caused the colour of such Clothes to be changed, contrary to the intent of this Act, shall not have sufficient Goods and Chattles whereon to Distress may be made, to the value of the Penalties recovered against him or her for such offence, or shall not Pay such Penalties within Four Days after such conviction; then, and in such case, such Justice of the Peace shall and may, by Warrant under his Hand and Seal, either commit such offender to the common Goal [sic], there to remain, without Bail or Main-Prize, for the space of Three Months, or cause such offender to be Publickly Whipped, at the discretion of such Justice."

By His Honor the Lieutenant-Governor in and over the Colonies of Essequebo and Demerary, and their Dependencies &c. &c. and the Court of Policy, together with the Representatives of the Inhabitants of the Said Colonies for fixing Colonial Taxes, &c. &c.
Unto all whom these Presents may or shall concern, Greeting, Be it known:
Whereas a Statement has again been laid before us of the Supplies wanted to defray the Annual and Extraordinary Colonial Expences.
We therefore have fixed and by these present do fix, a Colony Tax for the Year 1803, as follows;
That all Proprietors, Renters or Occupiers of any Plantation or Plantations in the said Colonies or their Dependencies, Cultivating or preparing to Cultivate, Sugar, Rum, Molasses, Coffee, Cotton, Cocoa or Indigo, shall Pay the Sum of Three Guilders ten Stivers for each slave attached to or worked upon such Plantation or Plantations, including House Slaves, Tradesmen, Sailors, Children, Sick, Lame, Superannuated and Infants, and all other slaves of every age and description, according to the returns to be given in as herein aforementioned.
That all other Persons in the said Colonies or their Dependencies aforesaid, shall Pay a like sum of Three Guilders ten Stivers for each of his, her or their Domesticks or House Slave of every description.
That further all Persons deriving or who may derive a Revenue in the said Colonies or their Dependencies, from any other source than Military Situations, Salaries from Government, or the Cultivation of some of the Articles of Produce herein before mentioned, shall Pay on the gross amount of his, her or their said Revenue or Revenues, without deduction of any expence, according to the amount of such Revenue or Revenues from the 1st of January 1803 to the last day of December of the same Year, and so in proportion for any shorter period within the present Year, such rate as is pointed out by the following Classes, viz: those whose Revenue or Revenues aforesaid amount to any Sum from

Excepting from such payments, respecting the Tax on Revenues, all such Persons whose Annual Income or Incomes, has or have not respectively for the present Year, exceeded the Sum of 2000 Guilders.
And it is hereby ordered and required, that with respect to the said Taxes hereby laid on Slaves, exact Returns (agreeable to the Schedules to be sent round with the present Publication) shall be made upon Oath has herein after directed, by all Persons subject to such Tax, and by them be delivered or transmitted to the respective Receivers in Essequebo and Demerary at their respective Offices, before the 1st day of February 1804 and which Returns, as far only as concerns the Slaves, shall afterwards be Printed for Public information.
An it is further ordered and required that all and every Persons in these Colonies, without Exception, whether they are or are not liable to the Tax hereby laid on Revenue or Revenues agreeable to the above mentioned Classes, shall on or before the 1st of February 1804, declare to which of the said Classes they respectively belong, and also at the same time further certify and declare upon Oath, to the best of their knowledge and belief, that the gross amount as aforesaid [illegible] her or their Revenue for the period aforesaid, does not exceed the highest Sum of the Class to which he, she or they shall have so declared themselves to belong; or (should this be the case) that they do not come within the description of any of the said Classes, either in consequence of their having derived no such Revenue or Revenues whatsoever, or from their respective Incomes not having exceeded the Sum of 2000 Guilders for the period aforesaid: - Excepting from the Obligation of taking the Oath, those who shall declare as aforesaid that they belong to the highest Class and pay their Tax accordingly; all such Persons being hereby excused from taking such Oath [sic - no period]
The several Oaths herein mentioned, are to be taken before the Governor of both Colonies or the Commandeur of Essequebo, a Member of the Court of Policy or of Justice, or before the Burgher Captains in the respective Districts, such of them not already Qualified being hereby specially authorized thereto by the Court of Policy.
It is likewise ordered that Attestations of the taking of such Oaths subscribed by the Persons respectively before whom such oaths shall be taken, shall together with the Returns and Certificates herein before required, be produced and delivered to the said respective Receivers at their respective Offices, before the 1st day of march next; and further that the amount of the said respective Taxes, so to be ascertained by the said Returns and Certificates, shall by the Persons liable thereto, be paid to the respective Receivers at their respective Offices, in Cash or good bills of Exchange to the satisfaction of the said Receivers, all before the 15th day of March 1804.
And all Persons neglecting to give in such Returns, Certificates and Attestations and to Pay the respective taxes herein before-mentioned in the manner and within the periods before stated, shall be obliged, immediately on the expiration of such time, to Pay at the respective Receiver's Office, as follows, (viz: those who shall so neglect respecting the Tax on Slaves) their Quota of the said Tax according to their returns of Slaves given in by them for the last preceeding [sic] Year, but at the rate now fixed of f. 3 10s for each Slave, and also for such an additional Sum as amounts to one fourth of the said Returns of the last preceeding [sic] Year, at the rate hereby fixed; and such Persons as may not be known in the Books of the Receivers, and neglect to declare the number of their Slaves for the present Year, are to Pay a Sum of f. 500 to the Colony Chest; and Persons neglecting as aforesaid with regard to the Tax on revenues, to Pay, on the expiration of the aforestated time, the rate fixed for the highest Class of Income, viz; f. 2800.
And it is lastly hereby ordered that for the purpose of receiving the said several Returns and Taxes, the said Receivers shall daily attend at their respective Offices, from the 1st of January 1804 'till the 15th day of March thereto following, from 9 o'Clock A. M. 'till one o'Clock P.M. Saturday and Sundays excepted.
And that no ignorance may be pretended hereof, this present Publication shall be published, affixed and sent round for general information.
Thus resolved in our Assembly held on the 17th of October 1803, and Published on the 22d of the same Month following.

For Sale: - The Land known by name of the Good Hope, estimated to be four hundred Roods facade and the common depth of seven hundred roods, bordering on the Creek Madewejney and extending up to a Trench which parts said Lands of the Hope from the land of the New Guilderen now called the Prospect; on said land there is a Sluice which may answer for Water Work or draining. It is the more valuable on account of a Creek aback which would supply a water work, the land is well known to be good, and is warranted to answer for Provisions of all kinds. Sugar, Coffee, Indigo and Rice, there has been empolder'd one hundred rood facade and four hundred rood deep, the trenches and drains cane be easily hawl'd up and the small bush clear'd; the upper part of said land adjoining the Prospect has been empoldered about two hundred rood deep, there is fifty rood of the first hundred already cleared, ready for any person that may purchase to erect Buildings, those that may wish to treat for said land will be made acquainted with the Terms by applying to the Subscriber on the Prospect, opposite the last Island, known by the name of Hunter's Island.

N.B: Madewiney Creek being so near, adds much to the value of said land, as there is always a supply of good water, which tends much to the enjoyment of that blessing Health.

Notice to Debtors and Creditors: - All Persons who have any Claims or Demands against the Boedels of Robert Cliffe and Joseph Cliffe Esquires, deceas'd , or against the Firm of Hill & Cliffe, are requested to send in an Account of the same, addressed to the Subscribers at Plantation Columbia; and all Persons who are indebted to the said Boedels or Firm, are requested to Pay the same without delay.
The Subscribers in Conformity to Powers Vested in them, by the last Will and Testament of Joseph Cliffe Esqr. offer for Sale by Private Contract, the following Valuable Estates, viz:
1st. - Plantation Columbia in little Courabanna, in the Colony of Demerary, contains 487 Acres of Land, most of it Planted with Cotton Trees, has Excellent Buildings, and 134 Prime Negroes, &c &c.
2d. - Lot No. 6, on the East side of Mahaicony Creek, containing 250 Acres of Land Uncultivated.
3d. - Plantation Britannia, situated on the West Sea Coast of the Colony of Berbice, and laid down in the General Chart No. 32, containing 500 Acres of Excellent Land, 200 Acres of which, are only at present in Cultivation; the remainder is all Empoldered but not Planted, has good Buildings lately Erected, and 74 Prime Negroes, &c.Persons desirous of making Proposals for the Purchase of either of these Estates, will please apply to John Douglas and Gilbert Robertson, in Demerary; or to William Innes, Albian Estate, East Coast of Berbice.
